3. The action of the Colorado Water Conservation Board will be in-

co~porated-in-the-official-commehts-of--the-State-of-Colorado,-made-pursuant

to Section 1 of the 1944 Flood Control j,ct.

4. The authorization of the project will recognize the operating

principles approved by the Colorado Water Conservati0n Board.

5. Prior to commencement of project construction, the following

conditions precedent must be satisfied.

(a) There will be executed a payment contract bet\leen

the ~astern Colorado Conservancy District and the United States

in which will be incorporated the approved operating principles.

OPERATIHG PltIilCIPLES

The construction and operation of the project involve the diversion

of water from the headwaters of the Frying Pan River and other tributaries
