The Deport of Clifford H. Stone, Director of the Board and Chairman
of the Policy ~nd Review Committee (First Stage Gunnison-Arkansas Project),
dated June 15, 1950, is attached hereto as Appendix B.

Foll~Ning receipt of Appendix A by you and submission of the Board
action evidenced thereby to the Commissioner of the Bureau of Reclamation,
Washington, D. C., this office was advised that the Commissioner took ex-
ceptions to certain provisions of the operating prinCiples contained in the
Report of the Policy and Review Committee. There followed a series of con-
ferences resulting in a revision of certain of the operating principles
acceptable to the Drafting Subcommittee of the Policy and Review Committee
and the Commissioner of the Bureau of Reclamation. Acceptance of such re-
vision by the Commissioner is shown by a letter, dated Janua~J 23, 1951,
addressed to me as Director of the Colorado Water Conservation Board. (See
pages 14-16, inclusive, of Appendix C hereto attached.)

On the 9th day of February, 1951, a meeting of the Color~do Water
Conservation Board was held to consider the proposed revision of such
operating principles. At that ti~e there was submitted to the Board a
report by Jean S. Breitenstein, attorney for the Board and Chairman of
the Drafting SubcoMIT~ttee of the Policy and Review Committee. (See AppendiX
C above mentioned.) At ~~is Board meeting, afte~ considerable discussion,
it was agreed to postpor.e Action on this matter until Februaro' 22, 1951.
This postponement was to enable consideration of the entire matter by the
Colorado River i'later Conservation District Board and the South\':estern Water
Conservation District Board, official water organizations created by State
