".~ ') .. . . \,":J~~ COLORADO WATER CONSERVATION BOARD Effect Of Frying Pan-Arkansas Diversion on Western Slope Development The Colorado Water Conservation Board approved the report on the Frying Pan-Arkansas Project in 1951 after a thorough investigation of the water supply of the proposed project and the problems in econo~ mics and engineering involved. Recently the Engineering Department of the Board has given the water supply further study and from a consideration of both the past and recent studies arrives at the following conclusions. 1. Project Operations Do Not Interfere With Decreed Rights. The operation of the Frying Pan-Arkansas Project will not in any way interfere with decreed water rights on the Western Slope. On the contrary, it will beneficially affect some of the rights on the Roar- ing Fork below the Aspen Dam. The function of the Aspen Reservoir is to supply replacement water for any water rights whose supply might be infringed on by diver- sion of water to the Eastern Slope. Studies show that the capacity of the reservoir and the water supply are far more than ample for this pur- pose. 2. The Operation of the Frying Pan-Arkansas Project Will Not Interfere With The Water Supply For The t~in Stem Proiects (Cliffs-Divide Pro- ject) Mentioned in the Upper Colorado River Storage Act. Had the units of this project been in operation during the per- iod 1934-1954 it would only have been necessary to draw once on the Aspen Reservoir for replacement water on account of Frying Pan-Arkansas diver- sions and then for an amount of 4,000 acre-feet. No replacement water would have been required in any other year of the twenty-one year period;
