The benefit-cost ratios for both developments are above <br />unity; however, development at Narrows shows considerably greater <br />justification than the Weld County-Viggins complex and would <br />represent !lore economical use of Federal funds. Construction costs <br />at lveld County and Higgins Reservoirs are over $11,000,000 more <br />than that at Narrows, both controlling Bi~ou Creel,.
