2313

Between the t>lO sites Kiowa Creek is the only major source of
potential sediment damage to dO>lnstream irrigation works and lands.

For the purpose of this report, only 50 years sediment storage
has been considered for control at Hoyt Reservoir on Bijou Creek.

"

Conservation and Joint Use Capacity

Either Narro>ls or Held County Reservoir presents about equal
opportunity for control and regulation of basin flows. This being
the case the capacity selected for conservation and joint use in
this analysis is the same for each reservoir (3!j.0,000 acre-feet
after 50 years). Because of physical conditions explained previously,
it would be necessary to transfer the storage rights for Empire and
Riverside Reserv-oirs to the Held County site. Tuo benefits >lould
be associated With such a transfer: (1) Greater utiliz.ation of
the storage rights than has been possible historically (more water
stored under the storage ri&hts nearly every year because part
of the decreed capacity has been lost to sediment accumulations.
Also, canal and reservoir see~age losses affect utilization
of decreed storage rights). (2) Reduction in non-bene:ricial
>later losses (both reservoir surface losses and non-beneficial
consumptive use losses).

",

Associated Hydrology Aspects

The reservoir and damsite seepage losses from Weld County Reservoir
would be somewhat greater than those for the Narro>ls Reservoir
because of greater thickness of sand and gravel in the foundations.
Hoyever, this yould not be a factor in regulation of tbe water
supply at either site, because of required bypasses end/or releases.

Both damsites have essentially equivalent, although probably marginal,
palTer development potentials. Cost estimates at botb sites include
provision for future power plants.

Quality of Yater is the same at either site.

.:

Possible Bijou Creek Storage at Hoyt Reservoir Site

Records for the Bijou Cree]< (near \-liggins, Colorado) gaging station
indicate that surface outflo'" from the Bijou basin occurs less than
5 percent of the time (less than 18 days during the average year).
Outflow periods are usually during the SUllllller months (June-September).
These flm~s are the result of runoff from rainfall.
