<br />2279 <br /> <br />was obtained from the Amity Mutual Irrigation Company" (zorich <br />& Assoc., 1986). Additional supplementary data was obtained <br />directly from representatives of the Amity Mutual Irrigation <br />Company, the Fort Lyon Canal Company, the state Engineer's <br />Office, and the U.s. Geological Survey. <br /> <br />. <br /> <br />. <br /> <br />Central to the study was development of a computer model, <br />called GPSIM, capable of simulating the operations of the <br />reservoir to various water management measures. The computer <br />model uses the historic data as input, as well as <br />specifications as to how the reservoir is to be run (i.e. the <br />operating policy). <br /> <br />Also central to the CAP approach is an integrated public <br />involvement program. The intent is to have the modeling <br />activity work for the people - to incorporate the pUblic's <br />value judgments, to obtain basic data from the participants, <br />and to conduct all analysis activities in an open environment <br />of trust. Realization of these CAP objectives is due in no <br />small part to the efforts and patience of the people concerned <br />with the Great Plains Reservoirs study. <br /> <br />3 <br />
