Permanent plugs in all the wells are <br />essential to verify that natural springs are not a contributing factor <br />in salt loading. Any increase in salt loading not directly related to <br />the Scott, James, or Marland Wells would require additional studies to <br />identify the source and flow mechanism. <br /> <br />Financial and Economic Analysis <br /> <br />Costs of the Meeker Dome investigations were $2,870,000 through <br />FY 1983. It is estimated that an additional $160,000 will be needed for <br />future monitoring and preparation of the final report. Under Recla- <br />mation law, preauthorization investigation costs are not subject to <br />interest during construction. <br /> <br />The cost-effectiveness figure of $149,OOO per mg/L is a conserva- <br />tive estimate since salt loading is continuing to decline and the 1.6 <br />mg/L effect is expected to improve. <br /> <br />Future Reports <br /> <br />. <br /> <br />If, at the end of the monitoring period in September 1984, the <br />results continue to indicate that the well plugging has effectively <br />reduced the salt contribution from the Meek.er Dome, the investigation <br />will be terminated, and a report which will include the final monitoring <br />results will be prepared on the unit in FY 1985. <br /> <br />. <br /> <br />24 <br />
