BROADBENT, COMMISSIONER, BUREAU <br />OF RECLAMATION, FOR PRESENTATION BEFORE THE PUBLIC MEETINGS RELATING <br />W TO PROPOSED. 1981 REVIEW - WATER QUALITY STANDARDS FOR SALINITY FOR <br />WTHE COLORADO RIVER SYSTEM - LAS VEGAS, NEVADA, SEPTEMBER 29,1981. AND <br />tv GRAND JUNCTION, COLORADO, OCTOBER 1, 1981 <br />-..} <br /> <br />Colorado River salinity standards are of special importance to <br />the Department of the Interior and the Bureau of Reclamation. <br />We are charged with planning and constructing the principal <br />physical components of the plan of implementation to maintain the <br />adopted standards for the Colorado River System. Thus, the standards <br />have a direct bearing on the Bureau's particular share of responsibilities <br />associated with development and management of the water resources of the <br />Colorado River Basin. <br /> <br />The Bureau of Reclamation endorsed the salinity standards proposed <br />. by the Colorado River Basin Salinity Control Forum adopted by the <br />Basin States, and approved by the Environmental Protection Agency <br />in 1975. We have been continuously kept informed of the progress <br />of the Forum during the current review of the water quality ~tandards. <br />We appreciate having had the opportunity to work with the Forum in this <br /> <br />endeavor. <br /> <br />We believe the Forum's approach of considering the total basin as <br />a single operating entity is the most logical and workable method <br />to meet the overall objective of maintainjng salinity levels in <br />the lower main stem at or below 1972 levels. while water resource <br />development continues throughout the Basin. Our own independent <br />analyses supp'ort'the Forum'S' conclusion that salinity levels at <br />the three numeric criteria stations will not exceed the 1975 criteria <br />(i.e., 1972 salinity levels) or the proposed 1981 criteria during the <br />318 <br />
