Duncan <br /> <br />~ Private Citizen, Los Angeles, California <br /> <br />Co.., <br />f-'. <br />UJ Comments were also received from Mr. Duncan who requested that. <br /> <br />the Forum take into consideration, durinp, the next review period, the <br /> <br />following concerns: <br /> <br />1) The present 75/25 arrangement for repayment does not appear <br /> <br />to be viable for the future and suggests the Forum consider other <br /> <br />repayment alternatives. <br /> <br />2) Repayment of all salinity control costs be based on an <br /> <br />appropriate distribution between those who contribute to the salt <br /> <br />load and those who benefit from its control. <br /> <br />3) Increase water prices to more accurately reflect cost of <br /> <br />providing water service thus promoting conservation, primarily among <br /> <br />agricultural users, which would aid in reducing salinity. <br /> <br />4) Incremental borrowing costs using current interest rates <br /> <br />be included in determining the true cost of salinity control. <br /> <br />5) The provisions allowing for "temporary" increases above the <br /> <br />criteria levels be defined in terms of time and salinity levels. <br /> <br />RESPONSE <br /> <br />The above c.ommenU WelLe made velLbaUy.
