' All actions, suits or proceedings that <br />may be brought to ,enforce any of the prcvisions of thiS com- <br />pact shall be deemed to be controversies betwwen states. <br /> <br />.ARTICLE II <br /> <br />B'irst. The Congress of the United states shall <br />provide a continuing commission to be called the Colorado River <br />Commission, to consist of <br />Said Commission shall be empowered and directed to make a <br />study of all subjects that relate to the conservation and <br />utilization of the waters of the Colorado River for beneficial <br />uses; to investigate the use and disposition of such waters <br />that shall be made in each of said states; to make reports <br />from time to time as to the :ref.'ul~;[o of such study and of such <br />investigations, and to make recommendations to the United <br />States and to the several states based tilereon. <br /> <br />Second.
