Lead and Cooperating Agencies <br /> <br />During this scoping process, the NPS requested joint-lead status; they now share <br />responsibilities with the BOR for NEPA compliance activities for the contract. The FWS <br />and Western Area Power Administration (W APA) have joined the BLM as Federal <br />cooperating agencies, <br /> <br />Originally, the CWCB was the only non-Federal agency requested to participate in this <br />project as a cooperating agency, As a result of discussions at the November 1992 meeting of <br />the CWCB, the State of Colorado will be represented as a cooperating agency by the <br />Colorado Department of Natural Resources (CDNR). The CDNR will coordinate <br />participation of the State on behalf of the CWCB and the State's Division of Wildlife, <br />Division of Water Resources, and Attorney General. This decision should assure greater and <br />improved participation by affected State agencies in NEPA compliance efforts, <br /> <br />Other non-Federal agencies cooperating in NEPA compliance activities for the project are the <br />Colorado River Water Conservation District (CRWCD), the Uncompahgre Valley Water <br />Users Association (UVWUA) and the Upper Gunnison River Water Conservancy District <br />(UGRWCD), Each of these water user organizations is party to the 1975 Exchange <br />Agreement between Blue Mesa and Taylor Park Reservoirs, <br /> <br />The responsibilities of the joint-lead and cooperating agencies need to be agreed upon and <br />documented, In March 1992, a "Task Directive" was signed by the Federal agencies <br />participating in the effort at that time (the NPS, BOR and BLM), The joint-lead agencies are <br />currently modifying this document to defme responsibilities of the joint-lead agencies, The <br />responsibilities of cooperating agencies will be defmed by separate agreements. cooperating <br />agencies, <br /> <br />5 <br />
