<br />o (}o', (} (l <br /> <br />1922 Leopold prepares proposal for the establishment of a wilderness-type area on <br />the Gila National Forest in New Mexico. <br /> <br />1924 <br /> <br />District (Regional) Forester Frank C. W. Pooler approves the Gila proposal and <br />it is formally established at the Regional level. <br /> <br />" <br /> <br />1926 Secretary of Agriculture Jardine approves the Superior National Forest <br />recreation plan applying the wilderness concept to the Boundary Waters area. <br />This is the first designation of a wilderness-type area at the National level. <br /> <br />1929 <br /> <br />Secretary of Agriculture issues Regulation L-20. on July 12, which provides for <br />uniform management of Primitive Areas. Authority to establish new areas is <br />delegated to the Chief of the Forest Service. Some resource use-e.g., timber <br />harvest is permitted under the Regulation but permanent occupancy. and <br />commercial development is not. <br /> <br />~ <br />" <br />I <br /> <br />1931 <br /> <br />Mt. Zirkel-Dome Peak Primitive Area is the first to be established in Colorado <br />under Regulation L-20. Forest Service Chief R. Y. Stuart approves the proposal <br />on October 15. <br /> <br />1932 The Boundary Waters Canoe Area is formally established under L-20 by the <br />Secretary of Agriculture on February 15, 1932. It had been originally approved <br />by the Secretary in 1926, prior to promu Igation of L-20. <br /> <br />1932 The Flat Tops Primitive Area is formally established under L-20 on March 5, <br />1932, some 13 years after Carhart advocated wilderness-type management for <br />the Trappers Lake area. Cloud Peak Primitive Area in Wyoming is established <br />on the same date. <br /> <br />1933 The Gila Primitive Area is brought under the L-20 authority June 8, 1933, <br />almost a decade after the District (Regional) Forester approved the original <br />plan of management for the Gila. <br /> <br />.1929 - 1933 Forest Service identifies 63 potential Primitive Areas and formally establishes <br />11 under the L-20 authority. <br /> <br />1939 Secretary of Agriculture issues Regulations U-1, U-2, and U-3, on September <br />19,1939, which supersede L-20. These regulations provide for more restrictive <br />management to protect Wilderness values. U-1 covers Wilderness Areas (over <br />100,000 acres), U-2 Wild Areas (under 100,000 acres), and U-3 Special Areas <br />such as Geologic, Archeologic, and Scenic. Authority to designate Wilderness <br />Areas is retained by the Secretary of Agriculture, with authority to designate <br />Wild Areas and U-3 areas delegated to the Chief of the Forest Service. <br />Wilderness and Wild Areas are to be identically managed and the existing <br />Primitive Areas will be managed as Wilderness pending evaluation for <br />reclassification as Wilderness or Wild Areas. Seventy-six Primitive Areas have <br />been established to date. The Chief of Recreation for the Forest Service, <br />Robert Marshall, was instrumental in the formulation of the new regulations <br />
