Alternatives Eliminated from Further Study <br /> <br />The CAWCS was initiated in July 1978. The study was conducted <br />in three stages, following a process of transition from a wide array of <br />possible solutions in Stage I to a single proposed action at the end of <br />Stage 111. <br /> <br />During Stage I and Stage II, individual "elements" were <br />analyzed which could provide CAP regulatory storage and/or flood <br />control. Elements which were evaluated and eliminated from <br />consideration during the CAWCS are shown in Table 1. <br /> <br />At the beginning of Stage III Reclamation widened the focus of <br />the CAWCS to include SOD as a major objective. All "plans" <br />(combinations of elements) developed for Stage III analysis considered <br />both SOD and CAWCS purposes. These plans were evaluated on the basis of <br />performance, cost, and envi ronmenta 1 and social impacts,. Ei ght <br />"candidate" plans resulted from this analysis; two of these, Plans 4 and <br />5, were sUbsequently eliminated from consideration. <br /> <br />B. Alternatives Analyzed in Detail <br /> <br />Plans 1, 2, 3, 6, 7, and 8 were analyzed in detail. In <br />November 1981, the Secretary of the Interior selected Plan 6 as the <br />agency proposed action. Hi s se 1 ecti on was based on the strong 1 oca 1 <br />support for Plan 6, the functional ability to meet statutory obligations <br />required by authorizing legislation, and the fact that the severe <br />impacts to the Fort McDowell Indian Community associated with some plans <br />were avoided. <br /> <br />A description of the six candidate plans follows: <br /> <br />1. Plan 1: Cliff + New/Modified Roosevelt + New/Modified <br />Stewart Mountain Dams <br /> <br />Under this plan, Cliff Dam would be constructed on the <br />Verde River between Horseshoe Dam and Bartlett Dam (see Figure 1) and a <br />new or modified Roosevelt Dam would be constructed. Both dams would <br />provide flood control and CAP regulatory functions in addition to SOD. <br />New or Modified Stewart Mountain Dam would be for SOD purposes only in <br />all plans. This plan would not connect directly with the CAP aqueduct. <br />Conservation space at Cliff and Roosevelt Reservoirs would increase CAP <br />yield through water exchanges by 107,000 acre-feet (af) per year. <br />Dedicated flood control space at Cliff and Roosevelt Dams would reduce <br />the 200-year flood of 275,000 cubic feet per second (cfs) to 92,000 cfs <br />at Sky Harbor Airport and 100-year event to 55,000 cfs at the airport. <br />Conceptual recreation plans for Cliff and Roosevelt feature an increase <br />in camping, picnicking, and boating facilities. <br /> <br />3 <br />
