The initial development is engmeeringly feasible and econom- <br />icallv justified. It represents the minimum practical project. It is <br />desi~ncd as a seU-contained unit and its construct-ion would not <br />imply a commitment for expansion, extension, or enlargement. <br />Neither would it inlpair nor duplieate future development. <br />84. The estimated cost of the initial development of the Gnnnison- <br />Arkansas project based on October 1949 prices is $147,440,000. <br />85.
