Project operatioa and return on investment. -The plan of opera- <br />tion calls for the formntion of a. wn.t.cr conservancy district, under the <br />Colorado Water Conservflncy District Act of 1937. as ameUlled, whicb <br />would contract. with the Govel'nment for pllymcnt of project sen-ices <br />performed in the collection, storage, regulation, anJ relcllse of WilLer. <br />Supplemeutal irrigation water llt speeified mtes would be released to <br />the district at reservoir outlets or possibly along the river, depending <br />upon circumstances. The proposed basie rate of $3.60 per acre-foot <br />at tbe Pueblo Reservoir has been determined to be within the payment <br />capacity of the water users, The distrid would assume responsibility <br />for delivcry of irrigation waler. This district, or possibly another <br />elltity, would contraet with tbe Goverument for Federal cOllstruclion <br />of the specific municipal water system, for district operation and <br />maintenanee of that systcm, and for delivery of water from the joint <br />water-supply system.
