N rXON: 'transmitted herewith is the first annual report <br />on the status of the Colorado River storage project and participating <br />projects as required by section 6 of the authorizing act of April 11, <br />1956 (70 Stat. 105). I <br />The Department also has in progress preliminary repayment <br />studies. They are associated, among other things, with hydrologic <br />conditions, time neede4 for reservoir filling, and the schedule of c\)u- <br />struction of the projec~. The Department contemplates keeping the <br />legislative and approp*ation committees informed of the results of <br />these studies. , <br />Attached also is a cppy of the statement "Hydrologic Bases for <br />Financial Studies ColOI;ado River Storage Prol'ect, Revised December <br />1957." In consideringlthe processes of initia storage, many factors <br />must be taken into qonsideration. These factors are now being <br />studied by the Depa~tment and by the States concerned. The <br />statement recognizes tijat changing conditions must be appraised in <br />relation to formulation land &!,plieation of operational rules.
