<br />. <br /> <br />w <br />.... <br />--.1 <br />t..:> <br /> <br />. <br /> <br />. <br /> <br />CHAPTER I <br /> <br />INTRODUCTION <br /> <br />Location <br /> <br />The Glenwoorl-Dotsero Sprin~s Unit would be located in west-central <br />Colorado in the Upper CoLorado River Basin, As shown on the Frontis- <br />piece Hap, the unit area includes portions of Eagle, Garfield, and He..a <br />Counties along the Colorado R.iver, Principal cities are Glenwoorl Sprin~s <br />in Garfield County and Grand Junction in Mesa County. which lie approxi- <br />mately 90 miles apart. Doesera, an unincorporated COMmunity, is located <br />18 mile~ east of Glenwood Springs at the confluence of the Colorado and <br />Eagle Rivers. <br /> <br />Purpose, Scope, and Study Objectives <br /> <br />This report has been prepared to conclude the planning study on the <br />unit. The purpose of the study was to identify and delinei\te the saline <br />ground water source, which is contributing ahout 429,000 tons of dis- <br />solved solids annually to the Colorado River, and to study and evaluate <br />plans to reduce or eliminate that contribution. <br /> <br />Study Authority <br /> <br />Planning studies on the Glenwood-Dotsero Springs Unit were conducted <br />in accordance with Public Law 93-320, the Colorado River Basin Salinity <br />Control Act of June 1974; Public Law 98-569, which amended the Iq74 Act; <br />and Public Law 92-500, the Federal Water Pollution Control Act Al"lend- <br />ments of October 197217, <br /> <br />The unit was originally authorized for study by the Salinity Control <br />Act as part of a basinwide program of works for the enhancement and pro- <br />tection of the quality of water available in the Colorado River for use <br />in the United States and in the Republic of Mexico. Title I of the act, <br />which was directed toward controlling the salinity of river water below <br />Imperial Dam for use in the United States and !'iexico, authorized the <br />construction of a desalting complex and other measures to ensure accept- <br />able salinity levels. <br /> <br />Title 11 of the act authorized the Secretary of the Interior to <br />construct, operate, and maintain four salinit)' control units in the Upper <br />Basin as the initial stage of the Colorado River Basin Salinity Control <br /> <br />II Amended by the Clean Water Act of 1977 (Public Law 95-217). <br />
