<br /> <br />:COLORl~,-1)O UTVBU COl\IPAO'r <br /> <br />The States I of Arizona, California, Oolor~do, Nevada, New <br />~fexico, 'Utah, ~nd 'Vyoming, having l'esolved to enter into a <br />compact under the Act of the Cougress of the United States' of <br />America, approved August 19, 1921 (42: Statuies at r~arge, page <br />171), and the Acts of the L-egislatures of the said States, have <br />through their Governors appointed us their Commissioners: <br /> <br />W, S, Norviel, for the State of Arizona; <br /> <br />W. F. MeClure, for the State of California; <br /> <br />Delph E. qarpcnter, for the State of Colorado; <br /> <br />J, G, Scrugham, for the State of Neyada; <br /> <br />Stephen Eo: Davis, Jr., for the State of New Mexico; <br /> <br />R. E. Caldjyell, for the State of Utah; <br /> <br />Frank C, mmersoll, for the State of Wyoming; <br /> <br />who, after negotiations participated in by Herbert Hoover, ap- <br />poi!1ted by the :President as the representative of the United States <br />of Amerir,a, haye agreed upon the following Articles: <br /> <br />AR~rICI'-]] I <br /> <br />'1'he major! purposes of this contract are to. provide for the <br />eqnitable diviSIon and apportionment of the use of the waters of - <br />the Colorado River System; to establish the relative importance <br />of different beneficial uses of water; to pl'omote interstate comtty; <br />to remove causes of present and future controversies, and to <br />secure the expeditious a.gricultural and industrial development <br />of the Colorado Hiyer Basin, the storage of its waters and tIlt' <br />protection of life and property from floods. To these enrls the <br />Oolorado Basiq i~ divided into two Basins, and an apportionment <br />of the use of part of the water of the Colorado River System is <br />made to each !:>f them with the pl'Ovision that further equitable <br />apportionment! may he' made. <br /> <br />I <br />As used in this compact: <br /> <br />(a) The term "Oolorado River System" means that porilon <br />of the Colorado River and its tributaries within the United States <br />of America, <br /> <br />(h j The i term "Oolorado 'River Basin" means all of the <br />drainage area ,of the Oolorado River System and all other terri- <br />tory within the United States of America to whieh the waters of <br />the ColOl'ado l}iver System shall be beueficia.lly applied, <br /> <br />(e) The term "States of the Upper Division" means the <br />States of Colorado, New Mexico, ptah and Wyoming. <br /> <br />AmrICLE II <br /> <br />[ 10 ] <br />
