CARPENTER <br /> <br />COMMISSIONER FOR COLORADO <br /> <br />COLORADO RIVER COMMISSION <br /> <br />IN RE COLORADO nIVIm COMPACT <br /> <br />Denver, Oolorado., D'ecember 15, 1922. <br /> <br />Hon, Oliver H, Shonp, Governor of Colorado, Capitol Bnilding, <br />Denver. <br /> <br />I <br />I <br />r <br />I <br />I <br /> <br />Sir: I have the' honor to report that a compact between the <br />States of Arizona, California, Colorado, Nevada, New Mexico, <br />Utah, and Wyomil)g, providing for the equitable division and <br />apportionment of the nse of the waters of the Colorado River, <br />was signed at Santa Fe, New Mexico, November 24, 1922, by the <br />Commissioners for said States, and was approved by the Honor- <br />able Herbel't Hoover', Secretary of Commerce, representative for <br />the Unitcd States of America upon said Commission, <br /> <br />I signed the compact as Commissioner for the State of Colo- <br />rado, by your appointment, under authority of Chapter 246, Ses- <br />sion Laws, 1921, and the Commissioners for the other States acted <br />nnder anHlOrity of similar legislation, 'rhe Honorable Herbert <br />Hoover approved the compact, as the representative of the United <br />States, under anthority of the Act of Congress approved August <br />19,1921 (42 Statutes at Large, page 171). <br /> <br />The compact was executed in a single original, which has <br />been deposited in the archives of the Department of State of the <br />United States, and a duly certified copy h'as been forwarded to the <br />Governor of each of the signatory States, It shall become bind- <br />ing ani! obligatory upon the signatories when approved by the <br />Legislature of each of said States ani! by the Congress of the <br />United States, <br /> <br />I transmit herewith a copy of the compact, It provides in <br />snbstance as follows: <br /> <br />All territory within the United States of America, to which <br />the waters of the Colorado River and its tributaries are or mav be <br />benefIcially applied, is designated as "the Oolorado River Basin." <br />The drainage area of the river consists of two great natural snb- <br />divisions, viz.) the upper region, located above the head of the <br />
