Prepare an Environmental Statement which meets the 16':-~'er <br />and spirit of the i-lationa\ Environmental Policy Act of 1<;69, <br />and which progresses beyond fhe minimum compliance with <br />this Act. <br /> <br />5. Include a Water Quality Management Plan, which is necessary <br />under the Environmental Plan above and all Alternatives as <br />required by the Environmental Protection Agency. <br />
