GENERAL <br /> <br />; <br /> <br />This is the eleventh Armual cperating Plan for the Fryingpan-'Arkansas <br />Project, which, when cx:lllpleted will ronsist of federally owned darns, <br />reservoirs, canals, ronduits, tunnels, punping plants, hydroelectric, <br />powexplants, electric transmission lines, substations, and other facilities. <br />As indicated by the enclosed project map, these features are, or will <br />be, located in the Fryingpan River and Hunter Creek drainage areas of <br />the Colorado River Basin and in the Arkansas River Basin,' central and <br />southeastern Colorado , respectively. <br /> <br />These extElnsive \\Orks will ultimately make possible the orderly and <br />beneficial use of water for irrigation, hydroelectric power generation, <br />fish and wildlife preservation,muni.cipal and industrial uses, and <br />provide flood rontrol and other rollateral benefits. <br /> <br />The purpoSe of this report is to provide a basis for increased cooperation <br />and understanding anong allroncemed with the coordinated operation of <br />the project. The report has t\\O main parts. The first part reports the <br />results of actual operations through water year 1979. The other presents <br />operating plans for water year 1980 under given water ronditions. <br /> <br />In establishing the general plan for future operations, three possibilities <br />are. ronsidered: (1) a reasonable max.irnum water sUpply; (2) a reasbnable <br />mi.ni.mun water supply; and (3) a llDst probable water supply. These three <br />ronditions, of water supply are derived by statistical analysis of historical <br />water supply data. After review of the"llDnthly snow surveys prepared by <br />the SCS,a new plan is fo:mnil.atedbased on the projected water supply. <br /> <br />The Fryingpan-Arkansas Project was autiPrized under Public Law 87~590, <br />87th Congitllss, H.R. 2206, on August 16, 1962. This law provides that <br />the projec:t will be cperatedunder Operating Principles adopted by the <br />State of ColoraCb April 30, 1959, as amended December 30, 1959, and. <br />Decanber 9,,1960. Thesecperating Principles ~e published by the 87th' <br />Congress, 1st Session, as House D:>cI.mentNo. 130. A ropy of these <br />cperating Principles is included as an appendix to this report. <br /> <br />II.
