General <br /> <br />. <br /> <br />Three potential operations have been considered for available facilities <br />of the Fryingpan-Arkansas Project in confonnity. with established operatirig <br />criteria under assUlOOd conditions. of inflow. Two of these represent <br />operating. conditions that \\Quld be . experienced .if . rQIlOff . during water <br />year (W.Y:) 1980 is extreuely high or low'. .Diver1;able flows during. <br />W.Y. 1980 'have al-.in.,..lO chance of being greater than the reasonable <br />maximum ana. a i-in-10 chance of being less than the.reasonable IlI,i..ni.mur(I. <br />Therefore, actual operations in 1980 statistically have an 8-in-10 <br />chance of . falling betweeI1 the t-..o extremes. The .third potential operation . <br />representS DDSt probable diversions and' operating oonditions. .Tabulatioris <br />of the thJ:iee potential operations for W.Y. 1980 are sOOwn in Tables 4, <br />5, and 6. <br /> <br />In consid$:ing potential operations studies, it was intended to proviqe <br />the necessiary flexiJ:ri.li ty to change fran one set of condi dons. to another. <br />Changing cbnditions will require nany adjustments so operation schedules <br />will be revised as required. Forecasts.of the April-July rQIlOff will be <br />initiated in February 1980 and c::ontinue during each succeeding DDnth <br />through May. These forecasts are based upon the Soil cOnservation' <br />Service I sDDnthlysoow survey, DDSt probable precipitation for the <br />remainder of the season, and historic ruooff patterns. . <br /> <br />The contract with. Southeastern Colorado Water Conservanc::y. District . <br />requires that by March 15 notification be given of the quantity of water <br />that will be available for sale to their wat:er users. This quantity is <br />in excess of the buildup of storage necessary for minimum pools and <br />power cperation, evaporation, and transportation losses. . <br /> <br />B. Ruedi Reservoir <br /> <br />Ruedi Reservoir will be operated in 1980 to optimize control of spring . <br />runoff, rebreational interest, and downstream. fishery requirements. <br />This is an: interim plan until a long-tenn market is developed for that <br />water. ShOrt tennsales may be made on a year-to-year basis as neecl <br />develops. <br /> <br />~ <br /> <br />. <br /> <br />1. Inflow <br /> <br />Under DDSt probable conditions, inflow wili be.103,000 acre-feet. ..' under'. <br />maximum and rni.ni.mun probable conditiOl)sinflow .will be 125,000 and <br />75,000 acre-feet respectively. ... <br /> <br />2.
