<br />",.1 <br />I. <br />Il <br />I <br />I <br />I <br />I <br />I <br />I <br />~I_= <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />New Developments in the Region <br /> <br />Point 6 of Minute No. 242 provides that: <br /> <br />". . . . . the United States and Mexico shall consult with each other prior to <br />undertaking any new development of either the surface or the groundwater <br />resources, or undertaking substantial modifications of present developments, in its <br />own territory in the border area that might adversely affect the other country." <br /> <br />The U.S. and Mexico, through the International Boundary and Water Commission, have held <br />meetings concerning technical aspects in both countries in furtherance of ongoing consultations <br />regarding the proposed lining of the AIl-American Canal. <br /> <br />Assistance to Mexico in a Rehabilitation Program <br /> <br />Point 7 of Minute No. 242 provides that: <br /> <br />"The United States will support efforts by Mexico to obtain appropriate financing on <br />~ . - ~. -. favorable- terms for tlie improvement and rena15ilitatiollofthe-Mexicali Valley.- The~' ~ = - -- <br />United States will also provide non-reimbursable assistance on a basis mutually <br />acceptable to both countries exclusively for those aspects of the Mexican <br />rehabilitation program of the Mexicali Valley relating to the salinity problem, <br />including tile drainage." <br /> <br />The Government of Mexico has not requested assistance from the United States to obtain financing <br />for the improvement and rehabilitation of the Mexicali Valley or non-reimbursable assistance for <br />those aspects of the Mexican rehabilitation program of the Mexicali Valley relating to the salinity <br />problem. This program was essentially complete at the end of 1977. <br /> <br />Acknowledgment _ _ _ <br /> <br />The full cooperation ofthe United States Department of the Interior and the United States Bureau <br />of Reclamation, which enabled compliance with the 1944 Water Treaty and the salinity agreement <br />with Mexico, as reported herein, is acknowledged with appreciation. <br /> <br />John M.
