<br />'--. <br /> <br />. <br /> <br />. <br /> <br />----- <br /> <br />tJ,...... ...,'''; <br /> <br />MEMORANDUM <br /> <br />To: Files <br /> <br />Subject: Response to Advisory Council on Kistoric Preservations, <br />nay 20, 1974, Letter of CoIl1IDent on the Draft Environmental <br />Statement, Fryin~pan-Arkansas Project, Colorado <br /> <br />1. Comment - The Advisory Council has revie~ed this document and <br />has found (page VIII-3) that the Bureau of Reclamation has <br />determined that the project will adversely affect many archeo- <br />logical sites and that the Bureau "~ill continue to consult <br />~ith the Advisory Council. . . on the nonrenewable historical <br />resources ~hich may be inundated or destroyed. . " <br /> <br />Therefore, the Bureau is required to comply ~ith Section 800.4(e) <br />of "The Procedures for the Protection of Historic and Cultural <br />Properties," (36 CFR, part 800). <br /> <br />Response: The Colorado State Kistorical Society has surveyed <br />the project area to identify historical sites and archeological <br />studies have been conducted by contract through the National <br />Park Service to identify the archeological resources. <br /> <br />The State Historical Society has identified ~o areas as eligible <br />for inclusion in the National Register of Historic Places as <br />historic districts. The village of Twin Lakes and the nearby <br />Interlaken Hotel complex have been nominated to the National <br />Register. These districts may be affected by the enlargement <br />of Twin Lakes Reservoir. The Bureau of Reclamation has met ~ith <br />the Colorado State Historical Preservation Officer to evaluate <br />the possible project effects on structures in the historical <br />districts, to determine if reasonable and prudent alternatives <br />to avoid or mitigate adverse effects exist and to develop a <br />preservation plan. A "Case Report" incorporating this memorandum <br />and appropriate documents to describe the properties, evaluation <br />of effect, revi~ of alternatives, etc., to fully describe the <br />historical districts involved will be forwarded to the Advisory <br />Council for Historic Preservation for revie~ and comment in <br />compliance ~ith the provisions of 36 CFR 800. <br /> <br />In addition one archeological site, SCF7, has been nominated to <br />the National Register. Recommendations for excavations at the <br />site have been received but no further action ~ill be undertaken <br />prior to compliance with 36 CFR 800. <br /> <br />Appropriate changes have been made in the environmental statement <br />to reflect the nomination of the t~o historical districts to <br />the National Register. <br /> <br />XI-269 <br />
