Subject: Response to Advisory Council on Kistoric Preservations,
nay 20, 1974, Letter of CoIl1IDent on the Draft Environmental
Statement, Fryin~pan-Arkansas Project, Colorado

1. Comment - The Advisory Council has revie~ed this document and
has found (page VIII-3) that the Bureau of Reclamation has
determined that the project will adversely affect many archeo-
logical sites and that the Bureau "~ill continue to consult
~ith the Advisory Council. . . on the nonrenewable historical
resources ~hich may be inundated or destroyed. . "

Therefore, the Bureau is required to comply ~ith Section 800.4(e)
of "The Procedures for the Protection of Historic and Cultural
Properties," (36 CFR, part 800).

Response: The Colorado State Kistorical Society has surveyed
the project area to identify historical sites and archeological
studies have been conducted by contract through the National
Park Service to identify the archeological resources.

The State Historical Society has identified ~o areas as eligible
for inclusion in the National Register of Historic Places as
historic districts. The village of Twin Lakes and the nearby
Interlaken Hotel complex have been nominated to the National
Register. These districts may be affected by the enlargement
of Twin Lakes Reservoir. The Bureau of Reclamation has met ~ith
the Colorado State Historical Preservation Officer to evaluate
the possible project effects on structures in the historical
districts, to determine if reasonable and prudent alternatives
to avoid or mitigate adverse effects exist and to develop a
preservation plan. A "Case Report" incorporating this memorandum
and appropriate documents to describe the properties, evaluation
of effect, revi~ of alternatives, etc., to fully describe the
historical districts involved will be forwarded to the Advisory
Council for Historic Preservation for revie~ and comment in
compliance ~ith the provisions of 36 CFR 800.

In addition one archeological site, SCF7, has been nominated to
the National Register. Recommendations for excavations at the
site have been received but no further action ~ill be undertaken
prior to compliance with 36 CFR 800.

Appropriate changes have been made in the environmental statement
to reflect the nomination of the t~o historical districts to
the National Register.
