<br />4SSi <br /> <br />. <br /> <br />Response: Rehabilitation and reseeding will be accomplished under <br />separate contracts or by cooperative agreement with other agencies. <br />Rehabilitation and reseeding of abandoned roads, construction camps, <br />and other such areas is required in all cases where soil and terrain <br />conditions permit. <br /> <br />9. Comment - V-80 and v-al. The access for increased recreational <br />opportunities does not seem to be a mitigating measure, but an <br />accuring benefit. A mitigating measure might be the use of selec- <br />tive management policies to limit overuse of the site or to prevent <br />irreversible impact on surrounding areas. <br /> <br />Response: The statement "Where practical, increased access for <br />Project purposes will be used to provide access for new recreational <br />opportunities," intends to show that the Project access roads can <br />be used for purposes other than Project access and has been qualified <br />to indicate such use only where it is desirable from a land use and <br />management standpoint. <br /> <br />10. Comment - V-83. What will the mitigating measures be to "protect <br />adjacent wilderness areas" and where are these areas? <br /> <br />Response: The text has been corrected to delete the following: <br />"protect adjacent wilderness areas." There are no areas classified <br />as wilderness areas adjacent to Twin Lakes and Clear Creek Reservoir. <br /> <br />. <br /> <br />11. Comment - Appendix A is somewhat misleading. It purports to show <br />interagency input to this draft (and earlier draft statements on <br />components of the project). We have no way to know if the material <br />"selected" for publication here is representative of other agency <br />iiipi..i.t, bi..i.t it .i.::s ulJviously incomplete. The final EIS on the. <br />Fryingpan-Arkansas Project should publish and respond to all comments <br />on the subject draft and those received on prior draft statements <br />on several components of the Project. <br /> <br />Response: Chapter XI, Part I, contains the material formerly in <br />Appendix A of the draft of the Fryingpan-Arkansas Project statement. <br />This material is included to show interagency input to the draft of <br />the Twin Lakes-Mt. Elbert Forebay Environment Impact Statement. <br /> <br />Chapter XI, Part I contains: (1) letters from other agencies which <br />reflect consultation and coordination in formulating the proposed <br />action at Twin Lakes and the Mt. Elbert Forebay; (2) correspondence <br />with other agencies during preparations of the Twin Lakes Dam and <br />Reservoir and Mt. Elbert Forebay Draft Environmental Statement; <br />(3) list of those commenting on the Twin Lakes Dam and Reservoir and <br />Mt. Elbert Forebay Draft Environmental Statement. <br /> <br />As stated in the introduction of this statement, Part I of Chapter XI <br />was included in this statement because a draft environmental statement <br />for the Twin Lakes Dam and Reservoir Enlargement and Mt.
