The descriptien <br />encempasses the affected envirenment and disc.leses the envirenmental <br />censequences fer the prepesed actien and alternatives studied in detail. <br />An envirenmental impact statement is net in itself a decisien <br />decument. It is a decument disclesing the envirenmental censequences <br />,Of implementatien ,Of the prepesed actien ,Or alternatives. It is an <br />impertant decument fer federal, state, and lecal gevernments te use in <br />arriving at their individual decisiens regarding the prepesed actien and <br />its alternatives. <br />The envirenmental censequenc;:es te lands and activities <br />administered by ,Other federal, state,' and lecal jurisdictiens resulting <br />frem the prepesed actien have beendisclesed in this DEIS. Threugh <br />ceeperatien, ,Other interested individuals, federal, state, and lecal <br />jurisdictiens have assisted in the disclesure ,Of envirenmental <br />censequences and develepment ,Of alternatives te the prepesed actien. <br />A large pertien ,Of this decument has been prepared by <br />Envirenmental Research & Technelegy, Inc. (ERT) a third-party <br />censultant under centract te the Ferest Service. This cencept has been <br />challenged by the Vail Valley Censeliqated Water District. While under <br />centract te the Ferest Service this censultant has been paid by the <br />preject prepenents. It is the pesitipn ,Of the Ferest Service that a <br />Memerandum ,Of Understanding between the Ferest Service and a <br />prepenent fer the preparatien ,Of an EIS by a third party centracter, <br />whe is paid by the prepenent but werks under the immediate directien <br />,Of the Ferest Service, dees net vielate any laws ,Or regulatiens (See <br />Appendix A). <br />The Ferest Service decisien cencerning Hemestake Phase II will <br />relate 'only te lands administered by ~he Ferest Service.
