<br />002321 <br /> <br />. <br /> <br />. <br /> <br />EXECUTIVE DIRECTOR'S MONTHLY REPORT <br />TO THE <br />COLORADO RIVER BOARD OF CALIFORNIA <br /> <br />March 14,2000 <br /> <br />AGENCY MANAGERS MEETING <br /> <br />The Agency Managers have not met to discuss California's Colorado River Water Use Plan <br />since the last Board meeting, <br /> <br />PROTECTION OF EXISTING RIGHTS <br /> <br />Colorado River Water Report <br /> <br />During January 2000, storage in the major Upper Basin reservoirs decreased by <br />434,000 acre-feet and storage in the Lower Basin reservoirs increased by 152,000 acre-feet. Total <br />System active storage as of the end of January was 53,991 million acre-feet (mat) or 91 percent of <br />capacity, which is 0,017 maf more than one year ago, <br /> <br />February releases from Hoover, Davis, and Parker Dams averaged 12,920, 12,930 and <br />8,910 cubic feet per second (cfs), respectively, Planned releases from those three dams for the month <br />of March 2000 are 18,000, 17,300 and 12,900 cfs, respectively, The March releases represent those <br />needed to meet downstream water requirements, <br /> <br />The March 3,2000 forecast of April through July 2000 unregulated inflow into Lake Powell <br />is 6,0 maf, which is 78 percent of the 30-year average for the period 1961-1990, The forecast of <br />unregulated inflow into Lake Powell for the 1999-00 water year is 9,522 maf. or 81 percent of the <br />30-year average, <br /> <br />The Lower Division states' estimated consumptive use of Colorado River water for calendar <br />year 2000, as estimated by Board staff, totals 8,255 maf and is projected as follows: Arizona, <br />2,761 maf; California, 5,231 maf; and Nevada, 0,263 maf, Estimated additional unmeasured return <br />flow credits of 0,242 mafwould reduce the total amount to 8,013 maf, For calendar year 2000, the <br />Central Arizona Project (CAP) is projected to divert 1.340 maf, of which 290,000 acre-feet is to be <br />placed in the Arizona Water Bank, and The Metropolitan Water District of Southern California <br />(MWD) is projected to divert 1,307 maf. <br /> <br />The March 2000 estimate of 2000 end-of-year California agricultural consumptive use of <br />Colorado River water under the first three priorities of the 1931 California Seven Party Agreement <br />is 3,865 maf. This estimate is based on the collective use through February 2000 by the Palo Verde <br />Irrigation District (PVID), the Yuma Project Reservation Division (YPRD), the Imperial Irrigation <br />District (lID), and the Coachella Valley Water District (CVWD), Figure I, found at the end of this <br />report, depicts the historic projected end-of-year agricultural use for the year, <br />
