<br />basin were inadequate; information was insufficient to <br /> <br />determine compliance with the Forum's "Policy for <br /> <br />~ Implementation of Colorado River Salinity Standards through <br />"'-l <br />c.o the NPDES Permit Program" (adopted by the Basin states and <br />N <br /> <br />approved by EPA), and insufficient even to assess <br /> <br />compliance with the provisions of the permit. The Forum <br /> <br />requested each EPA region provide the Forum Work Group with <br /> <br />current information on the status of these permits, <br /> <br />including monitoring and reporting requirements, so that <br /> <br />the question of compliance with Forum policy can be <br /> <br />resolved. To date EPA has not responded to the Forum's <br /> <br />request. <br /> <br />Management and Budget Recommendations <br /> <br />The President's 1988 and 1989 budget recommendations <br /> <br />are disappointing. The Council has requested only the <br /> <br />minimal funding necessary for the salinity control <br /> <br />activities required to maintain the adopted numeric <br /> <br />criteria for salinity. Unlike many other federal programs, <br /> <br />the salinity program provides a significant amount of <br /> <br />up-front, non-federal cost sharing, 30 percent from the <br /> <br />Basin funds for Interior programs, and 51 percent from the <br /> <br />farmer and the Basin funds for Agriculture programs. The <br /> <br />non-federal participants (farmers, irrigation districts, <br /> <br />etc.) stand ready to contribute their upfront share of <br /> <br />program costs. The Council urges Reclamation to press for <br /> <br />adequate funds for this vital program and urges the other <br /> <br />-15- <br /> <br />-1. ~,._.Zi,.,6;,-. <br />
