': '. <br />The council belie"e. extending the conatruction schedule on <br />the Grand Valley Unit is inconsistent with Interior's policy of <br />giving funding priority to the completion of projects already <br />underway. . <br /> <br />tower Gunnison Basin Unit. The Lower Gunnison Winter Water <br />Prograa is one of the most cost-effective c01llponents remaininq to <br />be constructed. The Council is pleased that fundinq was secured <br />for construction in FY 1990. The Council now urqes Reclamation <br />to seek adequate funding to continue construction on the Winter <br />Water Prograa in FY 1991. Failure to proceed will result in a <br />significant setback in this program by discouraqing local <br />participation and support. <br /> <br />The Council understands there will be no requirement for the <br />replacement of incidental fish and wildlife values foregone on the <br />winter water portion of this unit. The Council recommends that <br />Reclamation, USDA, and Fish and Wildlife Service continue to work <br />with local water users and the Colorado Water Conservation Board <br />to resolve fish and wildlife value replacement issues. <br /> <br />Uinta Basin Unit. Plan formulation studies and EIS reports <br />on this unit are complete for the Stage I area. The Council <br />recommends the secretary of the Interior formally submit the <br />completed planning report and final environmental impact statement <br />on staqe I of the Uinta Basin Unit to the Congress for construction <br />authorization of the unit during the ensuinq year. <br /> <br />San Juan River Unit. The Council recommends Reclamation <br />continue planning activities in cooperation with USDA to further <br />define the salt load source and salt load reduction potential in <br />the San Juan River Unit, cUlminatinq in release of a planning <br />report and environmental impact statement. <br /> <br />Glenwood-Dotsero SDrinas unit. The Council is pleased with <br />the proposal of Energy Ingenuity and Mission Energy for a <br />cogeneration/salinity reduction project at Glenwood Springs, <br />Colorado.
