<br />53 <br /> <br /> <br />000806 <br /> <br />The Resources Council is authorized to enter into <br />negotiations and agreements with the Federal government with <br />regard to inclusion of conservation storage features for water <br />supply in any authorized Federal project. No such agreement <br />has yet been consummated but future cooperation in such <br />projects seems desirable and logical, particularly in southern <br />Iowa where adequate supplies of groundwater often are not <br />available and surface supplies are not dependable, <br /> <br />5, Authority Changes <br /> <br />The Sixty-first General Assembly of Iowa (1965) enacted <br />several laws affecting water and related land resources, The <br />more important of these laws are individually discussed below: <br /> <br />a. Iowa Water Pollution Control Act <br /> <br />The 1965 Iowa legislature created the Iowa Water <br />Pollution Control Commission with the power and duty to pre- <br />vent, control and abate the pollution of the wate rs of the State. <br />The Commission thus succeeds to duties formerly assigned <br />to the State Department of Health with regard to stream and lake <br />pollution and has been delegated broader powers including the <br />authority to establish and enforce wate I' quality standards. The <br />Commission establishes policy, reviews plans for waste <br />treatment facilities, and enters appropriate orders with regard <br />to specific instances of alleged pollution. The Health Depart- <br />ment provides technical and administrative services to the <br />Commission, <br /> <br />The Commission has adopted water quality criteria <br />for the State, which criteria have been concurred in by the <br />Natural Resources Council and are being submitted to the <br />Federal Water Pollution Control Administration for review, <br /> <br />b. Certification of operators of public water supply <br />and waste water treatment plants <br /> <br />Under the provisions of an Act of the Sixty-first <br />General Assembly (Iowa Acts, 6l G. A., Ch, 162; Ch, 136A, <br />Iowa Code 1966), the Commissioner of Public Health is <br />required to classify all water treatment plants, water <br />distribution systems, and wastewater treatment plants affecting <br />
