With federal programs <br /> <br />Consistent with the national trend, efforts to <br />coordinate local, state and federal programs are being steadily <br />expanded. <br /> <br />By statute and by designation of the Governor, the <br />Iowa Natural Resources Council reviews proposals of the Corps <br />of Engineers and the Bureau of Reclamation relating to flood <br />control and water resources, coordinates and maintains liaison <br />in such matters between State agencies, local governments and <br />these federal agencies. <br /> <br />The Natural Resources Council is also the coordinating <br />agency of the State in connection with "Flood Plain Information <br />Studies" conducted by the Corps of Engineers under the pro- <br />visions of Section 206, PL 86-645 (Flood Control Act of 1960), <br /> <br />The Resources Council is also authorized to enter into <br />negotiations and agreements with the Federal government with <br />regard to incremental storage in Federal reservoir projects, <br />State funds to effectuate such agreements must be specifically <br />appropriated by the legislature, <br /> <br />As the State agency responsible for comprehensive <br />planning of water resources, the Resources Council receives <br />matching funds from the Federal Water Resources Council <br />under the provisions of the Federal Water Resources Planning <br />Act, <br /> <br />The State Conservation Commission participates <br />financially with the U.
