<br /> <br />In 1955 the legislature authorized the establishment of <br />subdistricts, the boundaries of which follow those of the <br />watershed in which it is located, The subdistrict is governed <br />by the commissioners of the soil conservation districts <br />involved with the aid of three trustees living within the sub- <br />district, <br /> <br />Organization: The districts are governed by three <br />commissioners elected for six-year overlapping terms by the <br />landowners and farm operators of the district, The districts <br />receive administrative guidance from the State Soil Conserva- <br />tion Committee and the U, S, Soil Conservation Service assigns <br />a work unit conservationist and technicians to assist in <br />developing farm plans and group effort, <br /> <br />Prol{rams and Activities: Water management practices <br />are installed to conserve soil and water resources through <br />development and implementation of complete soil and water <br />conservation farm plans, including such needed conservation <br />practices as sound crop rotation, contouring, terracing, water- <br />ways, ponds, structures, and tile drains, <br /> <br />The State provides financial assistance to districts <br />through biennial appropriations administered by the State Soil <br />Conservation Committee to pay the administrative, personnel <br />and equipment costs of the districts. Also, a quarter-mill tax <br />may be levied by the County Board of Supervisors on all <br />agricultural lands within the county to be used by the districts <br />for the maintenance of projects on land under the control or <br />jurisdiction of the county, <br /> <br />Financing of subdistricts is accomplished by means of <br />an annual tax not to exceed four mills on all agricultural lands <br />within the subdistrict, Four-mill funds may be used to pay <br />expenses incurred to organize the subdistrict, to acquire land <br />or rights or interests therein, and to repair, alter, maintain, <br />and operate present and future works in the subdistricts, <br />Alternatively, subdistricts may be financed by means of a <br />special benefit assessment, Funds collected in this manner <br />may be used for the purpose of organization, construction, <br />repair, alteration, enlargement, extension and operation of <br />present and future works of improvement within the subdistrict, <br /> <br />44 <br />
