An oil and gas conservation law also designed to <br />conserve and protect the State's water resources was enacted <br />by the 1963 legislature with administration thereof by the <br />Council through the office of the State Geologist. The 1965 <br />legislature clarified certain comprehensive planning functions <br />of the Council and enacted a flood plain regulation Act <br />authorizing the Council to establish and enforce regulations <br />for the orderly development and wise use of the flood plains <br />of any river or stream within the State, <br /> <br />Organization: The nine members of the Council are <br />appointed by the Governor with the consent of the Senate and <br />serve six-year overlapping terms on a part-time per diem <br />basis, The statute specifically provides for selection of <br />Council members from ", , ,the state at large solely with <br />regard to their qualifications and fitness to discharge the <br />duties of office without regard to their political affiliation", <br /> <br />The Council appoints a director to serve as executive <br />officer having charge of the work of the Council subject to its <br />orders and direction. The Council also appoints a water <br />commissioner and deputies to administer the water permit <br />system, The director and water commissioners must be <br />qualified by training and experience and serve at the pleasure <br />of the Council. The director, with the approval of the Council, <br />employs such technical, clerical, stenographic and other <br />employees as are required, <br /> <br />Programs and Activities: The Council reviews <br />applications, plans, and specifications for projects in or on <br />the flood plains or noodways of rivers or streams within the <br />State including construction of mill dams and races and annual <br />inspection and licensing thereof, reviews and makes official <br />comments on Federal water resources projects affecting the <br />Stat~. administers the water use permit system and the oil <br />and..gas conservation Act, and formulates nood plain <br />maIlagement programs and a comprehensive state-wide water <br />resources plan. <br /> <br />In addition, the Director of the Resources Council is <br />involved in a number of water-related activities, including <br />serving as an ex officio member of the Iowa Water Pollution <br />Control Commission, serving as .chairman of the State <br />
