Interstate Agencies <br /> <br />There are no interstate compacts known to be in effect in Iowa <br />other than compacts relating to boundaries, <br /> <br />2, State Departments and Agencies (See Plate 2) <br /> <br />State departments directly concerned with the administration <br />of a statute or statutes pertaining to water and related land <br />resources are the Iowa Geological Survey, State Conservation <br />Commission, State Soil Conservation Committee, State Depart- <br />ment of Health, the new Iowa Water Pollution Control Commis- <br />sion and the Iowa Natural Resources Council, Less directly <br />concerned are the Commerce Commission, the Highway Com- <br />mission, the Department of Agriculture, and the Development <br />Commission, The two state universities are also concerned with <br />water resources, Iowa State University through the Engineering <br />and Agricultural Experiment Stations and the Cooperative <br />Extension Service, the University of Iowa through its Agricul- <br />tural Law Center, and both institutions through their general <br />research functions and their cooperative administration of the <br />Iowa State Water Resources Research Institute founded and <br />funded through the Federal Water Resources Research Act, <br />Both universities are also represented on the State Coordinating <br />Group for Water and Related Land Resources Planning, Further <br />details regarding the specific functions of each department in <br />the area of water and related land resources are set out below, <br /> <br />a, Natural Resources Council <br /> <br />Authority: Declaring it to be the policy of the State to <br />correlate and vest in a single agency the powers of the State with <br />regard to flood control and the orderly development, wise use, <br />protection and conservation of the water resources of the State, <br />the 1949 Iowa Legislature created the Natural Resources Council <br />with the duty and authority to establish and enforce an approp- <br />riate comprehensive state-wide plan for the control, utiliza- <br />tion, and protection of the surface and ground-water resources <br />of the State, A water use permit system was established by the <br />legislature in 1957 and administration thereof was assigned to <br /> <br />30 <br />
