<br /> <br />have been adopted with regard to quasi-public ground water <br />supplies, A public water supply is defined as any water supply <br />serving a municipality or water district, whether publicly <br />or privately owned, Quasicpublic wate I' supplies include all <br />water supplies not coming under the definition of public water <br />supplies which are used for drinking, culinary, and ablutionary <br />purposes by persons other than the owner or lessee of pro- <br />perty upon which such water supply is located, Public water <br />supplies are inspected routinely and samples are. taken and <br />analyzed, . <br /> <br />2, Water Quality. <br /> <br />The Iowa Water Pollution Control Commission was created <br />in 1965 with the duty and authority to control, prevent and <br />abate the pollution of the waters of the state, The Commission <br />thus succeeded to duties and authority previously generally <br />assigned to the Department of Health and was delegated much. <br />broader authority, including specific authority to adopt, <br />modify or repeal reasonable water quality standards, The <br />Health Department serves as the administrative and technical <br />arm of the new Commission, <br /> <br />a, Waste treatment <br /> <br />A permit must be obtained from the Department of <br />Health (as required by the Pollution Control Commission) for <br />the disposal of all sewage, industrial waste, or other wastes <br />which are or may be discharged into the waters of the state, <br />Specifically exempted from this requirement are disposal <br />systems that receive only domestic or sanitary sewage from <br />a building housing or occupied by fifteen persons or less, <br /> <br />b, Flow regulation <br /> <br />The Iowa Natural Rel30urces Council has general <br />statutory power to regulate dams and the operation thereof <br />with respect to flood flows and low flows, Operation of flood <br />gates, installation and removal of flashboards, and operational <br />releases are regulated by conditions imposed in the Council <br />Order approving construction plans and/ or in the water permit <br />granted for the storage of water, <br /> <br />26 <br />
