For drilling or abandoning wells <br /> <br />There presently is no general state regulation of the <br />drilling or abandoning of water wells in the state, The water <br />rights law purports only to regulate withdrawals of water, <br />The construction and operation of wells serving as public <br />water supplies is regulated by the State Department of Health <br />and all phases of drilling, operating and abandoning oil and <br />gas wells are closely regulated under the provisions of the oil <br />and gas conservation law enacted in 1963 and administered by <br />the Iowa Natural Resources Council through the office of the <br />State Geologist, <br /> <br />The Iowa Geological Survey maintains an extensive <br />file of well logs obtained primarily through the voluntary <br />cooperation of water well drillers over the state, <br /> <br />b. For impoundments <br /> <br />Approval of the Iowa Natural Resources Council is <br />required for the construction, operation and maintenance of <br />any dam or like structure, All applicants must submit <br />verified written applications, plans and specifications and <br />other such information as may be required to the Resources <br />Council for review before an approval order is issued, Such <br />orders are subject to standard conditions requiring com- <br />pletion with a specified period of time - normally three <br />years -- and making the applicant responsible for acquiring <br />all lands, easements and rights of way required for the <br />project. <br /> <br />Unless special problems exist, approval of the <br />Resources Council is not required under existing policy for <br />structures which impound less than 25 acre-feet of water <br />in both temporary and permanent storage, <br /> <br />In addition to Resources Council approval of plans <br />for the impounding structure, a permit must be obtained <br />
