This docwnent summarizes the findings of the Draft Environmentallmpact Statement (Draft ElS) for a proposed
expansion of the Aspen Highlands Ski Area, in Pitkin County, Colorado. The expansion is proposed by the
Aspen Skiing Company (ASC), which operates the ski area under a special use pennit (SUP) issued by the Forest
Service on 3,116 acres of National Forest System (NFS) lands in the White River National Forest (WRNF). The
Draft ElS analyzed three alternatives for expanding recreation facilities in the Aspen Highlands Ski Area. The
proposed new ski terrain and lifts would all fall within the CIlITent SUP boundary. The proposed expansion would
potentially increase the skiable terrain by almost 95 percent.

The Draft EIS documents the analysis of the environmeotal effects (physical, biological, social, and economic)
of the proposed action and alternatives to that action. It is a disclosure document rather than a decision document.
the purpose of the Draft EIS is to provide sufficient environmental analysis to support a Record of Decision
(ROD) regarding the proposed action and various alternatives. The summary is divided into three main sections.
Section I discusses the Proposed Action, purpose and need for the Proposed Action, decisions to be made, and
scoping and identification of issues and concerns. Section IT describes the three action alternatives analyzed.
Section ill discusses, by resource or discipline, the affected environmeot, the environmental consequences of the
alternative actions, and potential mitigation measures.
