The expansion is proposed by the <br />Aspen Skiing Company (ASC), which operates the ski area under a special use pennit (SUP) issued by the Forest <br />Service on 3,116 acres of National Forest System (NFS) lands in the White River National Forest (WRNF). The <br />Draft ElS analyzed three alternatives for expanding recreation facilities in the Aspen Highlands Ski Area. The <br />proposed new ski terrain and lifts would all fall within the CIlITent SUP boundary. The proposed expansion would <br />potentially increase the skiable terrain by almost 95 percent. <br /> <br />The Draft EIS documents the analysis of the environmeotal effects (physical, biological, social, and economic) <br />of the proposed action and alternatives to that action. It is a disclosure document rather than a decision document. <br />the purpose of the Draft EIS is to provide sufficient environmental analysis to support a Record of Decision <br />(ROD) regarding the proposed action and various alternatives. The summary is divided into three main sections. <br />Section I discusses the Proposed Action, purpose and need for the Proposed Action, decisions to be made, and <br />scoping and identification of issues and concerns. Section IT describes the three action alternatives analyzed. <br />Section ill discusses, by resource or discipline, the affected environmeot, the environmental consequences of the <br />alternative actions, and potential mitigation measures. <br /> <br />Inlrodwclion <br /> <br />I <br />
