"

;..

IMPERIAL /SAN DIEGO WATER
CONSERVATION AND TRANSFER
PARTNERSHIP
Questions and Answers
12/11/97

1. Q: What is the status of discussions between Imperial Irrigation District (lID)

and the San Diego County Water Authority (SDCW A)?

A: Following the release in 1996 of the Summary of Draft Tenns and comment

period, representatives from both lID and SDCW A took into account the comments made

by the publics in Imperial and San Diego and met to negotiate a new agreement. This

agreement has been released for public comment for a period of 75 days, beginning

December II, 1997.

2. Q: Why are these negotiations necessary?

A: Both lID and SDCW A have reasons to reach agreement to transfer conserved

water from Imperial to San Diego. Both are under pressure by the other states that use

Colorado River water to reduce California's use to the allocation prescribed in the

various compacts and agreements know as the "Law of the River." San Diego has a need

for a more reliable water source. Imperial sees an opportunity to protect its water rights

by undertaking conservation projects that they could otherwise not afford.

15.19
