Subcommittee <br />hearings in the House of Representatives which had been <br />scheduled for November 9 have been cancelled. Signals are <br />mixed as to whether a bill will now be introduced and hearings <br />held before or after the christmas holiday recess. <br /> <br />Power Revenue Apportionment <br /> <br />At the September 28-29 Board meeting, we discussed the <br />issue concerning the apportionment of CRSP power revenues per <br />section 5{e) of the 1956 Colorado River Storage Project (CRSP) <br />Act. At the time, I indicated that the repayment studies which <br />the Western Area Power Administration (Western) had underway <br />apparently were indicating that there would need to be a very <br />substantial increase in the power rate in order to collect <br />enough money over time to repay the Central Utah Project. <br />Given this possibility, we discussed two things that might <br />happen: <br /> <br />(l) <br /> <br />The legislation to be introduced on the Central Utah <br />Project could contain a provision which would delete <br />the apportionment formula from the 1956 CRSP Act, or <br /> <br />(2) Colorado, Wyoming, and New Mexico might be requested <br />to allow Utah to use their apportioned revenues per <br />the language in section 5{e) of the 1956 Act which <br />was discussed at the September 28-29 Board meeting. <br /> <br />Western has now completed and released its preliminary <br />power repayment study (PRS). The preliminary PRS shows that <br />the proposed composite (energy and capacity) rate needs to <br /> <br />1245E* <br /> <br />".,;,:'1 <br />
