<br />r> ," ~ .'"'17 <br />~.. .... ..... ... . <br /> <br />PREFACE <br /> <br />The Corps of Engineers appreciates having had this opportunity to serve <br />as the Federal engineering consultant to the Department of Commerce in <br />the study of water importation as a strategy for assuring adequate water <br />supplies in the High Plains region. Although our studies were of recon- <br />naissance level only to determine engineering feasibility, they proVed <br />to be as challenging from a technical sense as they were controversial <br />from a social and political sense. The findings should be of great <br />value to the Congress, the States and Regional Agencies in future deci- <br />sions regazoding the merits of the interstate transfer of water as a long <br />tepm solution to the High Plains water problems. <br /> <br />It is important to emphasize the conceptual natw>e and scope of the <br />technical studies displayed in this report. To accurately reflect aU <br />costs and impacts associated with water transfer, futw>e studies, if <br />conducted, should give special emphasis to the water availability ques- <br />tions that have been raised by the affected source states and the costs <br />associated with distribution of the water to the farms from the terminal <br />storage sites. <br /> <br />The Corps wishes to acknowledge the splendid cooperation received from <br />the members of the High Plains Study Council and the many pazoticipants <br />in the study representing the Economic Development Administration, the <br />General Contractor and the states and universities involved. Special <br />recognition is given to the Fish and Wildlife Service for their assist- <br />ance and counsel. They were true Federal partners in this endeavor ,md <br />their wor>k wiU continue to serve as the baseLine for future environ- <br />mental considerations if more detailed water importation studies are <br />pursued in the future. <br /> <br />In summary, the Corps believes that aU participants in the six-state <br />High plains Ogallala Aquifer Study pursued their tasks with professionalism <br />and integrity.
