The council selected for the General Contractor Camp Dresser and McKee, <br /> <br />Inc. (COM), prime contractor, in association with Black and Veatch (B&V), <br /> <br />Consulting Engineers as joint venturer, and Arthur D. Little, Inc. (ADL), as <br /> <br />subcontractor. A contract was signed in September 1978 and the three firms <br />have operated as the High Plains Associates for the duration of the study.lf <br /> <br />STUDY OBJECTIVES <br /> <br />Objectives of the High Plains Study, as adopted by the High Plains Study Council, <br /> <br />were: <br /> <br />a. Determine potential development alternatives for the Hi9h Plains. <br />b. Identify and describe the policies and actions required to carry out <br />promising development strategies. <br />c. Evaluate the local, state, and national implications of these alterna- <br />tive development strategies or the absence of these strategies.1f <br /> <br />STUDY ORGANIZATION <br /> <br />Figure l shows the High Plains Study organization.
