l ~l j1 '). .,,~
_.! I \;__ ~ '.,.\

the Aspinall Unit required under tbe Endangered Species Act is satisfied as part of
the overall effort.

The Colorado Water Conservation Board believes that the protections afforded
to tbe 28.9 mile reach under the State's instream flow program and state water law
are significant. The conversion of the 300 cfs donated right from The Nature
Conservancy to instream flow will be sufficient to protect the needs of the "Gold
Medal Trout Fishery" in the reach as well as the recreational, scenic and aesthetic
values.

The State expresses its appreciation for the efforts that have gone into putting
this bill together. The passage of the Black Canyon Conservation Act of 1990 will
provide significant benefits to Colorado. I thank the committee for the opportunity
to provide this testimony on this important matter for Colorado.

bj476,memo

4
