<br /> <br />9 <br /> <br />the studies should increase the Federal Government's understanding of the <br />environmental consequences of different hourly release patterns. <br /> <br />WATER YEAR 1992 AOP OPERATIONS ANALYSES <br /> <br />In addition to compliance with the Operating Criteria, several specific operating <br /> <br />issues were addressed during the preparation of the annual operating plan for water <br /> <br />year 1992. Consideration was given to the dry condition of the basin, the vacant <br /> <br />reservoir space that currently exists, requests for water by holders of water delivery <br /> <br />contracts with the United States, and other rights recognized in Arizona v. <br /> <br />California. The operating issues addressed which are listed in no particular order of <br /> <br />priority are: <br /> <br />. meeting the reasonable beneficial Colorado River mainstream consumptive <br /> <br />water uses in the Lower Division States as provided by the Operating <br /> <br />Criteria, <br /> <br />· the delivery of firm power in accordance with energy contracts, <br /> <br />· minimum and specific releases for fish and wildlife and recreational <br /> <br /> <br />, purposes, <br /> <br /> <br />. refilling of vacant system reservoir storage space, <br /> <br /> <br />· potential for flood control releases before shortages may occur, <br /> <br /> <br />. water wasted to the Gulf of California, <br />
