Articles of 8.greement between the two State Engineers, covering adminis- <br />trative procedure, etc. <br /> <br />, <br />( <br /> <br />Prior to the initiation of administration of the Stipul~.tion, the State <br />Engineer of Coloredo conferred with representatives of the Attonley General's <br />office and Counsel for the Arkansas "\1alle~' Ditch Association first on February <br />Srd, 'lind subsequently at other times. Other conferences between the officials <br />of Colorado and of Kansas were held to consider~uestions relating to inter- <br />pretations of the provisions of the stipulFtion and administrECtion. The <br />last conference -was held on August 19th between the Attorneys Geheral of <br />Colorado and Kansas, the two State Engineers, Counsel for the Arkansas Valley <br />Ditch Association and other ditches, and representatives of the Colorado ~ater <br />Conservation Board. At the several meetings of the Colorado representative~, <br />it ~s the consensus of opinion that the Stipul~tion posed many original and <br />involved questions of administration not theretofore presented, .hich called <br />for the exercise of tolerance and patience on the part of the water users <br />pending the forthco~~g decision of the Supreme Court of the United St~tes <br />which would determine future adlninistrative procedure. It .was also the con- <br />sensus of opinion at the early conferences, th"t due to the involved character <br />of conflicting interests, it would be neceasary thE.t the StFte Engineer of <br />Colorado exercise his discretion in meeting many problems as they arose from <br />time to time. Mr. Knapp 'IIliS also of tile opinion that no hard and fast rules <br />could be adopted during the early stages of adJ:1i1listration, '3.Ild tMt the pro- <br />cedure of the administrative officials must necessarily be guided ~ the re- <br />quirements, from ti'1le to tilOe, of the water users in botil states end the <br />availability of water supplies to meet the same within the requirement!> of the <br />Stipulation. <br />
