In this latter connection, consideration <br /> <br />~ <br />.:. <br />~ <br />-..I <br /> <br />was given to certain methods of approach which were later used by Mr. Knapp. <br />tL <br />His method of approach requires certain assumptions as to losses of water <br /> <br />in transit and of river accretions from point to point along the river which, <br /> <br />due to weather and other conditions, vary from week to week; also time inter- <br /> <br />vals covered in the transit of water between headgates and gauging stations, <br /> <br />trial and error computations of an involved character and other factors not <br /> <br />readily susceptible of accurate determination. <br /> <br />Unfortunately, the daily flow of a river will not await such determinations. <br /> <br />.~I <br /> <br />Its waters must be administered as they flow, ~and until a "backlog" of storage <br />) <br />haS been accumulated in Gaddoa Reservoir in sufficient amount to permit adjust- <br /> <br />ments between the Golorado ditches and between the two States, it was felt <br /> <br />that long and involved computations were not justified, at least pending a <br /> <br />determinntion by the Court of the questions at issue. <br />'"1 co.: <br />As we understand i t,\ the principal purpose of the Stipulation was to pro- <br />'- <br /> <br />tect past or historic uses of water out of the river, both in Colorado and <br /> <br />in Kansas, of which there is a record covering a period of many years.
