<br />MANAGEMENT PLAN TO GUIDE EIS PROCESS <br /> <br />A management plan has been written to guide preparation of the Environmental Impact Statement (EIS) by the <br />cooperating State and Federal agencies and Indian Tribes. The cooperating agencies were identified in Volume 2 <br />of this newsletter. <br /> <br />The plan contains vital information about the entire EIS process. The Glen Canyon Dam was completed in 1963 <br />prior to enactment of "the National Environmental Policy Act (NEPA). In July, 1989; the SecretaI}' of Interior <br />directed the Bureau of Reclamation to prepare an EIS for the purpose of determining "the impact of operations of <br />the Glen Canyon Dam on the downstream ecological and environmental resources within the Grand Canyon <br />National Park and the Glen Canyon National Recreation Area" The plan articulates that"... EIS analysis will trace <br />impacts to wherever they may occur." <br /> <br />It is the objective of the EIS to formulate alternatives to current dam operations which mitigate those adverse <br />impacts so determined, in a manner consistent with "statutory requirements to produce hydropower, and to <br />protect the Park's and the Recreation Area's resources for the enjoyment of future generations." <br /> <br />Contained in the management plan is an explanation of the relationship between the EIS and the Glen Canyon <br />Environmental Studies (GCES) program. An appendix lists the types of ElS-related research proposals which have <br />been approved for inclusion in GCES Phase II. The management plan also discusses the distinction between this <br />EIS and the separate EIS to be prepared by the Department of Energy's Western Area Power Administration on <br />its Salt Lake City Area Integrated Projects Post-1989 General Power Marketing and Allocation Criteria. <br /> <br />Results of the scoping process, the preliminary structure of the EIS, including public involvement and the <br />formulation of preliminary alternatives, to current operation of Glen Canyon Dam, and a schedule for completion <br />of the EIS are all presented in the Management Plan. <br /> <br />The Management Plan is a valuable source of reference information on the current activities related to the Colorado <br />River ecosystem below Glen Canyon Dam and through the length of Grand Canyon National Park. <br /> <br /> <br />16 <br />
