Based upon previous <br />experience Wtth NEPi\ processes, a brief <br />memorandum "fill be prepared describing <br />minunum NEP.\ preliminary engineering <br />reguirements, This is necessary to make most <br />efficient use of available information and <br />identify gaps in exisring information. <br />2.2 Review Existing Information. The MW /BV <br />team will review existing engineering/ <br />technical reports to provide a basis for further <br />work. This task will be conducted by the <br />author(s) or participating writer of the reports <br />cited. This will provide continuity and <br />coordination in the engineering effort and <br />ensure that no technical issues that have been <br />previously addressed ace needlessly <br />teexamined. A simple index of available <br />information will be provided in an Oudook or <br />similar database. <br /> <br />. Water Resource Plan (MW /B&V) <br />. USBR Pueblo Enlargement Study (B&V) <br /> <br />2.3 Storage Combinations. In this task, an <br />engineering assessment will be conducted to <br />identify combinations of the various storage <br />alternatives, which when resized could <br />together provide an ~lternate storage option. <br />This would include engineering studies <br />necessary to identify improvements needed <br />for the new alternatives and a description of <br />how the conveyance system could be <br />integrated into the CSU system. <br /> <br /><D~ <br /> <br />2.4 Alternative Screening, As part of the <br />permitting ptocess, it will be necessary to <br />provide a detailed description of the storage <br />alternative screening process and the specific <br />amount of storage needed by CSu. In <br />addition, a description of any limitations on <br />storage at any site will be provided. Since the <br />screening has occurred only recendy, it will be <br />appropriate to document the basis of this <br />decision. 1bis will be accomplished, in part, <br />by a review of existing technical studies and, <br />in part, by interviews with appropriate CSU <br />team members. A technical memorandum will <br />be prepared to summarize this information. <br />2.5 Hydrologic Impacts. Team leaders for the <br />environmental, water quality and <br />socioeconomic "fatal flaw" studies will likely <br />reguire specific information concerning the <br />impact of alternatives on existing civer flows <br />and storage levels. This information is <br />available to Due team through previous studies <br />conducted in conjunction with the Arkansas <br />River Storage Requirements Study. Additional <br />MODSIM model runs will be performed as <br />necessary to answer remaining technical <br />questions. <br />2.6 Capital and Present Worth Cost <br />Estimates. Project costs will be reviewed for <br />each alternative or combination of <br />alternatives and the information will be <br />summarized on a common cost basis. Cost <br />estimates will include capital costs, <br />environmental mitigation costs, recreational <br />replacement costs, etc. In addition, a present <br />worth analyses will be conducted to integrate <br />long-term maintenance considerations into <br />the economic evaluation. <br />2.7 Preliminary Engineering Technical <br />Report. A Technical Report will be prepared <br />to document and summarize the preliminary <br />engineering work, and describe any alternative <br />re finements. <br /> <br />Task 2 - Produets <br />.
