EXECUTIVE SUMMARY <br /> <br />The Colorado Springs Utilities, Water Resources Department recently completed <br />an update to their raw water delivery system plan. This plan identified various <br />raw water delivery system alternatives to meet the city of Colorado Springs water <br />needs for the next 50 years, The Southern Water Delivery System was selected <br />based on wide public support for being the most environmentally and <br />economically feasible delivery system, As part of the Southern Water Delivery <br />System, the Colorado Canal and Lake Meredith Reservoir was identified as an <br />opportunity to provide additional raw water storage for water exchanges between <br />various reservoirs including Pueblo Reservoir, Twin Lakes, Clear Creek and other <br />upstream reservoirs, <br /> <br />Prior to evaluating reservoir enlargement opportunities, a water operation analysis <br />was conducted to assess potential storage requirements based on various Colorado <br />Canal Diversions, The concept is to use the past 10 years of water deliveries to <br />evaluate the potential for greater storage of native water, winter water, Trans- <br />mountain water, and Frying Pan Arkansas (Fry-Ark) Project water thereby <br />optimizing the potential for water exchanges without impacting current <br />agricultural interest. Water exchanges are expected to occur between one or all <br />four of the following reservoirs; Pueblo, Twin Lakes, Turquoise Lake, and Clear <br />Creek with the potential for other reservoirs. The water operation analysis study <br />scope is to address the first three questions of the following six overall questions <br />to enlarging Lake Meredith; <br /> <br />1. What is the potential storage capability? <br />2, What water operational scenarios are needed for filling the reservoir? <br />3, How will water transfers occur in exchanging water among users? <br />4, What are the ranges of reservoir sizes that are practical? <br />5, What methods can be used to enlarge Lake Meredith? and <br />6, What are the costs and impacts of the various reservoir sizes? <br /> <br />URS Greiner <br /> <br />- I - <br />
