21),j<; ~
~r:....'1

Executive Summary

Final project scheduling will take into account other elements including adjustments in
water demands, lead time, economic conditions, project financing. additional system
yield, and risk management. The projects in Figure I are planned for completion five
years before the actual date that CSU is required to have additional conveyance capacity,

The Southern Delivery System Project provides a total of approximately 69,000 acre-feet
of firm yield per year. The project consists of several components:
. 63 MOD delivery pipeline
. Storage space in the Fry-Ark System
. Jimmy Camp Creek WTP
. Jimmy Camp Creek Reservoir
. Williams Creek Reservoir

The required storage for the Southern Delivery System in the Fry-Ark project is 45,000
acre-feet. This storage amount includes 10,000 acre feet in the upper system (Turquoise
and Twin Lakes Reservoirs) for Otero Expansion or for delivery to Southern Delivery
System and 35,000 acre feet in Pueblo Reservoir specifically for delivery to the Southern
Delivery System, Previous studies conducted by CSU identified the storage requirement
to be 42,000 acre-feet with 16,000 acre-feet in the Upper System and 26,000 acre-feet in
Pueblo Reservoir.

CSU is currently working with the Southeastern Colorado Water Conservancy District
(SECWCD) and other lIsers in the Arkansas River Basin to evaluate alternatives to obtain
additional storage capacity in the Arkansas River Basin. This basin wide effort is known
as the SECWCD Future Water and Storage Needs Assessment Project. The SECWCD
Storage Study Committee is investigating district wide storage requirements and
alternative methods of acquiring additional storage space in the Arkansas River Basin for
water users in the District including CSU, The SECWCD will investigate opportunities
to manage existing storage and acquiring additional storage facilities, As a part of the
SECWCD storage study investigations this decision support system can be utilized to
investigate storage requirements of other water users,

~

ES-4

CSU Operations and Yield Model
