Negative reactions to the study <br />has come mainly from citizens in the Craig area concerned about <br />the impact a wild and Scenic River classification would have on <br />water development projects being planned for the Yampa Valley, <br />especially the Colorado River Water Conservation District's pro- <br />posed Juniper-Cross Mountain Project. This project is to be con- <br />structed on the Yampa River directly upstream from the Dinosaur <br />National Monument and will supply hydroelectric power and recrea- <br />tion for the northwest Colorado region. Even though this project <br />is upstream from the study section of the Yampa and Green Rivers <br />it is likely to have an adverse effect on the study sections by <br />reducing springtime high flows needed for boating and by alter- <br />ing the critical habitat of several endangered species of fish <br />found in the study section. The Bureau of Outdoor Recreation has <br />requested that the Regional Solicitor render an opinion on the <br />authority invested by the wild and Scenic Act to the Secretary of <br />the Interior to regulate development upstream from a wild and <br />Scenic River. The Colorado Water Conservation Board has also <br />asked the State Attorney General's office to advise us on this <br />matter. <br /> <br />I -2- <br /> <br />0) <br />
