UlllJ28

.

.

from river floating contractors. Negative reactions to the study
has come mainly from citizens in the Craig area concerned about
the impact a wild and Scenic River classification would have on
water development projects being planned for the Yampa Valley,
especially the Colorado River Water Conservation District's pro-
posed Juniper-Cross Mountain Project. This project is to be con-
structed on the Yampa River directly upstream from the Dinosaur
National Monument and will supply hydroelectric power and recrea-
tion for the northwest Colorado region. Even though this project
is upstream from the study section of the Yampa and Green Rivers
it is likely to have an adverse effect on the study sections by
reducing springtime high flows needed for boating and by alter-
ing the critical habitat of several endangered species of fish
found in the study section. The Bureau of Outdoor Recreation has
requested that the Regional Solicitor render an opinion on the
authority invested by the wild and Scenic Act to the Secretary of
the Interior to regulate development upstream from a wild and
Scenic River. The Colorado Water Conservation Board has also
asked the State Attorney General's office to advise us on this
matter.

I -2-

0)
